زبان فارسی به زبان‌های ثبت اظهارنامه بین‌المللی در فرآیند PCT اضافه شد

زبان فارسی، این میراث گران‌سنگ و جاودان ایران‌زمین، نه تنها به عنوان نماد برجسته‌ هویت ملی و فرهنگی ما شناخته می‌شود، بلکه، چون رودی خروشان، در بستر تاریخ جریان داشته و اندیشه‌ها، حکمت و ادبیات غنی نوابغی، چون فردوسی، رودکی، خیام، نظامی، عطار، مولوی، سعدی و حافظ را سینه به سینه و نسل به نسل منتقل کرده است. این زبان کهن و پربار، فراتر از مرز‌های ایران، پیوندی ناگسستنی میان ایرانیان و تمامی فارسی‌زبانان در اقصی نقاط جهان برقرار ساخته و همچون چراغی فروزان، راهنمای فرهنگ و اندیشه در این حوزه تمدنی بوده است.

مرکز مالکیت معنوی سازمان ثبت اسناد و املاک کشور و در رأس آن اداره ثبت بین‌المللی اختراعات (PCT)، در راستای ارج نهادن به این گوهر بی‌بدیل و تسهیل مسیر برای نوآوران و مخترعان فارسی‌زبان، پس از تلاش‌های مستمر و رایزنی‌های سازنده و مؤثر با سازمان جهانی مالکیت فکری (WIPO)، گامی مهم در جهت اعتلای جایگاه زبان فارسی در نظام بین‌المللی ثبت اختراع برداشت.

بر اساس این توافق ارزشمند، از تاریخ ۲۵ اردیبهشت ۱۴۰۴، مصادف با ۱۵ می ۲۰۲۵ میلادی – روزی که به یمن بزرگ‌داشت حکیم ابوالقاسم فردوسی، پاس‌بان سترگ زبان فارسی، به نام روز پاس‌داشت زبان فارسی نام‌گذاری شده است – تحولی چشم‌گیر در فرآیند ثبت اظهارنامه‌های بین‌المللی اختراع رقم خواهد خورد:

برای متقاضیان فارسی‌زبان که در چارچوب پیمان همکاری ثبت اختراع (PCT)، جمهوری اسلامی ایران را به عنوان "اداره دریافت‌کننده" (Receiving Office) اظهارنامه خود انتخاب می‌کنند، علاوه بر زبان انگلیسی، زبان فارسی نیز به عنوان یکی از زبان‌های رسمی و قابل پذیرش برای ارائه مستندات و ثبت اظهارنامه بین‌المللی، به رسمیت شناخته خواهد شد.

این دستاورد، که نشان از توجه ویژه به ظرفیت‌های علمی و فنی فارسی‌زبانان و اهمیت راهبردی زبان فارسی دارد، مزایایی را به همراه خواهد داشت. از جمله می‌توان به کاهش موانع زبانی برای مخترعان ایرانی و سایر فارسی‌زبانان، در شروع فرآیند بین المللی ثبت اختراع و در نتیجه تسهیل فرآیند ثبت اختراعات در سطح بین‌المللی و تقویت حضور فعال‌تر نخبگان این حوزه در عرصه‌های جهانی اشاره کرد. همچنین، این اقدام به ترویج و گسترش کاربرد زبان فارسی در متون علمی و فنی کمک شایانی نموده و جایگاه آن را به عنوان یک زبان زنده و پویا در دنیای علم و فناوری مستحکم‌تر می‌سازد.

زبان فارسی صرفاً ابزاری برای برقراری ارتباط نیست؛ بلکه روح تپنده یک تمدن کهن و باشکوه است که در فراز و نشیب‌های تاریخ، هویت، فرهنگ، دانش و یک‌پارچگی ایرانیان و مردمان این حوزه فرهنگی را حفظ کرده و بالنده ساخته است.

باشد که با قدردانی از این اقدام مبارک و با همتی مضاعف در ترویج و پاس‌داشت زبان فارسی اصیل و غنی و با تکیه بر ادبیات فاخر و انسان‌ساز آن، این میراث جاودان را به بهترین شکل به نسل‌های آینده منتقل نماییم و افتخار و سربلندی خود به زبان فارسی را بیش از پیش در پیشگاه جهانیان به نمایش بگذاریم.

A New Dawn for the Persian Language in the Global Arena of Innovation and Intellectual Property

The Persian language, this precious and timeless heritage of Iran, is not only recognized as a prominent symbol of our national and cultural identity but, like a flowing river, has coursed through history, transmitting the rich thoughts, wisdom, and literature of luminaries such as Ferdowsi, Rudaki, Khayyam, Nezami, Attar, Rumi, Saadi, and Hafez from generation to generation. This ancient and prolific language, extending beyond Iran's borders, has forged an unbreakable bond between Iranians and all Persian speakers across the globe, serving as a guiding beacon for culture and thought within this civilizational sphere.

In recognition of this unparalleled gem and to facilitate the path for Persian-speaking innovators and inventors, joyful and significant news has been announced by the Intellectual Property Center of the State Organization for Registration of Deeds and Properties. Following sustained efforts by this Center and constructive and effective consultations with the World Intellectual Property Organization (WIPO), a significant step has been taken to elevate the status of the Persian language within the international patent registration system.

According to this valuable agreement, from May 15, 2025 (corresponding to Ordibehesht 25, 1404 in the Persian calendar) – a day designated as Persian Language Day in honor of the great sage Hakim Abolghasem Ferdowsi (940-1020), the esteemed guardian of the Persian language – a remarkable development will occur in the process of filing international patent applications. For Persian-speaking applicants who, under the Patent Cooperation Treaty (PCT), designate the Islamic Republic of Iran as the "Receiving Office" for their applications, in addition to English, the eloquent Persian language will also be recognized as an official and acceptable language for submitting documentation and filing international patent applications.

This achievement, which underscores the special attention given to the scientific and technical capacities of Persian speakers and the strategic importance of the Persian language, will yield several benefits. Among these are the reduction of language barriers for Iranian inventors and other Persian speakers in initiating the international patent registration process, thereby facilitating the patenting process at an international level, and fostering a more active presence of experts in this field on the global stage. Furthermore, this initiative will significantly contribute to promoting and expanding the use of the Persian language in scientific and technical texts, and will further solidify its position as a vibrant and dynamic language in the world of science and technology.

The Persian language is not merely a tool for communication; it is the vibrant soul of an ancient and magnificent civilization that, throughout the vicissitudes of history, has preserved and nurtured the identity, culture, knowledge, and unity of Iranians and the people of this cultural sphere. This language is the carrier of stories, myths, poems, and wisdom that form the intellectual and cultural bedrock of our society.

May, by appreciating this auspicious initiative and with renewed vigor in promoting and preserving the authentic and rich Persian language, and by relying on its noble and humanizing literature, pass on this timeless heritage to future generations in the best possible manner and showcase our pride in the Persian language even more prominently before the world. This step marks a new beginning for a more prominent presence of the Persian language in international scientific and specialized forums and will be a manifestation of the capabilities of the people of this land.
