بیانیه ستاد حقوق بشر در محکومیت حملات تروریستی رژیم صهیونیستی و آمریکا به تأسیسات صنعتی و زیرساخت‌های حیاتی کشور

ستاد حقوق بشر با انتشار بیانیه‌ای حملات هوایی تروریستی و تجاوزکارانه نیروهای رژیم صهیونیستی و آمریکایی به تأسیسات راهبردی صنعت پتروشیمی کشور، از جمله در منطقه ویژه اقتصادی پتروشیمی ماهشهر، بندر امام خمینی، پتروشیمی‌های فجر ۱ و ۲، رجال، ابوعلی و سایر مراکز مرتبط را محکوم کرد.

متن این بیانیه به شرح زیر است: 

باسمه تعالی

ستاد حقوق بشر جمهوری اسلامی ایران، حملات هوایی تروریستی و تجاوزکارانه نیروهای رژیم صهیونیستی و آمریکایی به تأسیسات راهبردی صنعت پتروشیمی کشور، از جمله در منطقه ویژه اقتصادی پتروشیمی ماهشهر، بندر امام خمینی، پتروشیمی‌های فجر ۱ و ۲، رجال، ابوعلی و سایر مراکز مرتبط را قاطعانه محکوم می‌کند.

این اقدامات وحشیانه که منجر به شهادت و مجروحیت جمعی از کارکنان و مهندسان خدوم صنعت پتروشیمی، تخریب زیرساخت‌های صنعتی، اختلال در روند تولید و پیامدهای ناگوار انسانی، اجتماعی و اقتصادی گردیده است، نقض آشکار و فاحش موازین بنیادین حقوق بین‌الملل، حقوق بشردوستانه و منشور ملل متحد است. این حملات هدفمند به تأسیسات صنعتی، که با هدف سلب توانمندی‌های اقتصادی، ایجاد خسارات پایدار، تحمیل مجازات جمعی بر مردم ایران و وادار کردن آنان به تسلیم صورت پذیرفته است، مصداق بارز جنایت جنگی و نقض فاحش و آشکار تعهدات بین‌المللی محسوب می‌شود.

حملات به تأسیسات پتروشیمی، با ماهیت صنعتی و غیرنظامی، نقض صریح اصول بنیادین حقوق بشردوستانه، به ویژه اصل تفکیک میان اهداف نظامی و غیرنظامی است. این تأسیسات، بخش جدایی‌ناپذیر از زیرساخت‌های حیاتی محسوب می‌شوند که بقای جامعه و تأمین نیازهای اساسی آن به شدّت به آن‌ها وابسته است. هدف قرار دادن این مراکز، نه تنها حمله به دارایی‌های اقتصادی، بلکه تجاوز مستقیم به زندگی، سلامت و امنیّت شهروندانی است که مستقیماً در این صنایع مشغول به کارند و تأثیرات مخرّب و گسترده‌ای بر کل جامعه بر جای می‌گذارد. 

از سوی دیگر، حملات به صنعت پتروشیمی، به طور مستقیم حق مسلّم ملّت ایران بر توسعه پایدار را هدف قرار می‌دهد. این صنعت، موتور محرّک اقتصاد ملّی، منبع اشتغال‌زایی گسترده و یکی از پایه‌های اصلی صادرات غیرنفتی کشور است.

تخریب این تأسیسات، نه تنها خسارات هنگفت و جبران‌ناپذیری به سرمایه‌گذاری‌های ملّی وارد می‌آورد، بلکه روند رشد اقتصادی، ایجاد فرصت‌های شغلی مولّد و ارتقاء سطح رفاه عمومی را مختل می‌سازد. این اقدامات، با هدف قرار دادن توانمندی‌های اقتصادی یک ملّت، نقض آشکار اصول حقوق بین‌الملل اقتصادی است که بر احترام به حاکمیّت ملّی در بهره‌برداری از منابع تأکید دارد.

پیامدهای این حملات، فراتر از خسارات کوتاه‌مدّت بوده و می‌تواند بر نسل‌های آینده نیز تأثیر گذاشته و حق آن‌ها را بر توسعه و برخورداری از منابع پایدار، به یغما ببرد.

پرواضح است که این حملات، نقض فاحش کنوانسیون‌های چهارگانه و مصداقی از جنایت جنگی است. هدف قرار دادن عمدی تأسیسات غیرنظامی و حیاتی، مطابق با حقوق بین‌الملل بشردوستانه، جرمی نابخشودنی است و مسؤولیّت بین‌المللی سنگینی را برای آمران و عاملان آن به همراه دارد.

در این میان، نقش حیاتی افکار عمومی، فعّالان حقوق بشر و نهادهای حقوق بشری در روشنگری و افشای ماهیّت واقعی این اقدامات، غیرقابل انکار است. باید به روشنی تبیین شود که ادعای کمک به مردم توسط متجاوزان، در حالی که زیرساخت‌های حیاتی و شریان‌های اقتصادی یک ملّت مورد حمله قرار می‌گیرد، نه تنها بیهوده، بلکه توهینی آشکار به شعور انسانی است. کدام مدعی کمک، بدون هدف مشخص و کورکورانه، و با هدف تحمیل تسلیم بر یک ملّت، بنیان‌های اساسی زندگی یک جامعه را ویران می‌سازد؟ این تناقض آشکار، ماهیت تجاوزگرانه، ضدّبشری و غیرقانونی این حملات را بیش از پیش نمایان می‌سازد.

 ستاد حقوق بشر جمهوری اسلامی ایران، ضمن محکومیت قاطع این جنایات، از جامعه جهانی، نهادهای حقوق بشری و سازمان ملل متحد، خواستار اقدام فوری، شناسایی رسمی این حملات به عنوان جنایت جنگی، و اتخاذ تدابیر بازدارنده مؤثر برای جلوگیری از تکرار چنین اقدامات ضدّانسانی است.

سکوت در برابر این تجاوزات آشکار، نه تنها اعتبار اندک باقی مانده نهادهای حقوق بشری را خدشه‌دار می‌سازد، بلکه به تحریک هر چه بیشتر متجاوزان در تداوم جنایاتشان، از جمله کشتار زنان و کودکان، حمله به بیمارستان‌ها، دانشگاه‌ها، مراکز آموزشی، معیشت مردم، نیروهای امدادی و خدماتی، و زیرساخت‌های اقتصادی از صنعت فولاد گرفته تا صنعت پتروشیمی منجر خواهد شد. حس مصونیّت از کیفر است که متجاوزان را در ارتکاب این جنایات جری می‌سازد.

جمهوری اسلامی ایران، ضمن محفوظ دانستن حق قانونی خود در دفاع مشروع، انتظار دارد جامعه بین‌المللی به وظایف خطیر خود در قبال این اقدامات غیرقانونی و ضدّبشری عمل کند.

*The Statement of the High Council for Human Rights of the Islamic Republic of Iran Condemning "Terrorist Attacks by the Zionist Regime and the United States on Industrial Facilities and Critical Infrastructure of the Country* 

The High Council for Human Rights of the Islamic Republic of Iran firmly condemns the terrorist and aggressive airstrikes by the Zionist regime and United States forces on the country's strategic petrochemical industrial facilities, including those in the Mahshahr Special Economic Zone, Imam Khomeini Port, Fajr 1 and 2 Petrochemical Complexes, Rejal, Abu Ali, and other related centers. These barbaric acts, which have resulted in the martyrdom and injury of numerous devoted workers and engineers of the petrochemical industry, the destruction of industrial infrastructure, disruption of production processes, and severe human, social, and economic consequences, constitute a blatant and egregious violation of fundamental principles of international law, international humanitarian law, and the United Nations Charter.
These targeted attacks on industrial facilities, aimed at depriving economic capabilities, inflicting lasting damage, imposing collective punishment on the Iranian people, and compelling them to surrender, represent a clear manifestation of war crimes and a blatant violation of international obligations.
Attacks on petrochemical installations, which are of an industrial and civilian nature, constitute a clear violation of the fundamental principles of international humanitarian law, particularly the principle of distinction between military and civilian targets. These facilities constitute an integral part of critical infrastructure upon which the survival of society and the fulfillment of its basic needs are heavily dependent. Targeting these centers is not merely an attack on economic assets but a direct assault on the life, health, and security of citizens directly employed in these industries, with devastating and widespread effects on society as a whole.
Furthermore, attacks on the petrochemical industry directly target the inherent right of the Iranian nation to sustainable development. This industry serves as the driving force of the national economy, a source of extensive employment, and one of the main pillars of the country's non-oil exports. The destruction of these facilities not only causes immense and irreparable damage to national investments but also disrupts economic growth, the creation of productive job opportunities, and the improvement of public welfare. By targeting the economic capabilities of a nation, these actions constitute a clear violation of the principles of international economic law, which emphasize respect for national sovereignty in resource exploitation. The consequences of these attacks extend beyond short-term damages and can affect future generations, depriving them of their right to development and sustainable resources.
It is evident that these attacks constitute a flagrant violation of the four Geneva Conventions and are instances of war crimes. The intentional targeting of civilian and critical facilities, in accordance with international humanitarian law, is an unforgivable crime and carries heavy international responsibility for its commanders and perpetrators. In this regard, the vital role of public opinion, human rights activists, and human rights organizations in illuminating and exposing the true nature of these actions is undeniable. It must be clearly stated that the claim of aggressors to be helping the people, while the critical infrastructure and economic arteries of a nation are under attack, is not only futile but also a blatant insult to human intelligence. Which claimant of help, blindly and without a clear target and with the aim of imposing surrender on a nation, destroys the fundamental foundations of a society's life? This obvious contradiction further reveals the aggressive, inhumane, and illegal nature of these attacks.
The High Council for Human Rights of the Islamic Republic of Iran, while firmly condemning these crimes, calls upon the international community, human rights organizations, and the United Nations to take immediate action, formally recognize these attacks as war crimes, and adopt effective deterrent measures to prevent the repetition of such inhuman acts. Silence against these blatant violations not only damages the remaining credibility of human rights organizations but also encourages the aggressors to continue their crimes, including the killing of women and children, attacks on hospitals, universities, educational centers, people's livelihoods, rescue and service forces, and economic infrastructure ranging from the steel industry to the petrochemical industry. It is the sense of impunity that emboldens the aggressors to commit these crimes.
The Islamic Republic of Iran, while preserving its legitimate right to self-defense, expects the international community to fulfill its grave responsibility regarding these illegal and inhuman actions.
