وزیر بهداشت در نامه به مدیرکل سازمان جهانی بهداشت چه نوشت؟

محمدرضا ظفرقندی در نامه‌ای به مدیرکل سازمان جهانی بهداشت با بیان این که تخریب مراکز درمانی و شهادت نیرو‌های امدادی، ارائه خدمات حیاتی به مجروحان و بیماران را با چالش مواجه ساخته، تصریح کرده است: این اقدامات، مصداق بارز «جنگ‌افروزی» علیه سلامت و امنیت انسانی است.

متن کامل نامه، وزیر بهداشت کشورمان به تدروس آدهانوم، مدیرکل سازمان جهانی بهداشت به شرح زیر است:

جناب آقای دکتر تدروس آدهانوم گیبرسیوس

مدیرکل محترم سازمان جهانی بهداشت با سلام و احترام.

با عنایت به توئیت اخیر جناب‌عالی مبنی‌بر فشار بی‌سابقه بر نظام‌های سلامت در منطقه و با استناد به گزارش‌های تأییدشده سازمان جهانی بهداشت در خصوص حملات به مراکز درمانی، مراتب تقدیر و نگرانی خود را اعلام می‌دارم.

متأسفانه در جریان تجاوز نظامی اخیر آمریکا و رژیم صهیونیستی به جمهوری اسلامی ایران، شاهد نقض آشکار حقوق بین‌الملل و تعهدات بشردوستانه بودیم. این حملات نه‌تنها به زیرساخت‌های حیاتی کشور ما آسیب رسانده، بلکه منجر به شهادت و مجروحیت شماری از نیرو‌های فداکار نظام سلامت و اختلال در خدمات‌رسانی به بیماران و غیرنظامیان به ویژه زنان و کودکان شده است.

همان‌گونه که در پیام شما اشاره شد، نظام سلامت ایران برای پاسخگویی به نیاز‌های فزاینده ناشی از این بحران، تحت فشار مضاعفی قرار دارد. تخریب مراکز درمانی و شهادت نیرو‌های امدادی، ارائه خدمات حیاتی به مجروحان و بیماران را با چالش مواجه ساخته است. این اقدامات، مصداق بارز «جنگ‌افروزی» علیه سلامت و امنیت انسانی است.

نکته حائز اهمیت دیگر که می‌خواهم به استحضار جناب‌عالی برسانم، تهدید فاجعه‌بار ناشی از حملات به اهداف غیرنظامی و زیرساخت‌های کشور است که می‌تواند منجر به فجایع محیط زیستی و بهداشتی شود و مستقیماً با رسالت سازمان جهانی بهداشت در تضاد است.

بدین‌وسیله از سازمان جهانی بهداشت به عنوان عالی‌ترین نهاد بین‌المللی مسئول سلامت، انتظار داریم:

۱. با قاطعیت، هرگونه حمله به زیرساخت‌های غیرنظامی، به‌ویژه مراکز درمانی و نیرو‌های امدادی را محکوم نماید.

۲. سازوکاری فوری برای ارسال کمک‌های بشردوستانه، شامل دارو، تجهیزات پزشکی و تیم‌های واکنش سریع (EMT) جهت پشتیبانی از سیستم سلامت ایران فراهم آورد.

۳. نسبت به تبعات انسانی حملات احتمالی به تأسیسات غیرنظامی (اعم از پزشکی، انرژی و ...) هشدار داده و مانع از سکوت جامعه جهانی در برابر این جنایات شود.

جمهوری اسلامی ایران آمادگی خود را برای هرگونه همکاری و تسهیل در ارسال کمک‌های بشردوستانه اعلام می‌دارد و بر این باور است که «صلح بهترین درمان» است.

Greetings and respect, In light of your recent tweet concerning the unprecedented pressure on health systems in the region, and based on verified reports from the World Health Organization regarding attacks on medical facilities, I wish to express both my profound appreciation and deep concern. Unfortunately, during the recent military aggression by the Israeli regime against the Islamic Republic of Iran, we witnessed a clear violation of international law and humanitarian obligations. These attacks have not only damaged our country’s vital infrastructure but have also resulted in the martyrdom and injury of a number of dedicated healthcare staff and have disrupted the provision of services to patients and civilians, particularly women and children. As you noted in your message, Iran’s health system is under immense additional pressure to respond to the growing needs arising from this crisis. The destruction of medical centers and the martyrdom of rescue personnel have challenged the delivery of critical services to the wounded and patients. These actions are a clear example of “incitement to war” against human health and security.

Another important point I wish to bring to your attention is the catastrophic threat posed by attacks on civilian targets and infrastructure, which could lead to environmental and health disasters, directly conflicting with the mission of the World Health Organization. Therefore, we expect the World Health Organization, as the highest international body responsible for health, to:

۱. Unequivocally condemn any attack on civilian infrastructure, especially health centers and rescue personnel. 

۲. Provide an immediate mechanism for sending humanitarian aids, including medicines, medical equipment, and Rapid Response Teams (EMT) , to support Iran’s health system. 

۳. Warn about the human and health consequences of potential attacks on civilian facilities (including medical, energy, etc.) and prevent the silence of the international community in the face of these atrocities. The Islamic Republic of Iran declares its full readiness for any cooperation and facilitation in sending humanitarian aids and believes that “peace is the best medicine. ”
