Letter from Iran’s Attorney General to the UN Secretary-General and High Commissioner for Human Rights regarding the military aggression of the Zionist Regime and the United States against Iranian territory

Mohammad Movahedi, the Attorney General of the Islamic Republic of Iran, in his letter to António Guterres, the Secretary-General of the United Nations, expressed deep concern and strong protest over the acts of aggression and invasion by the Zionist regime beginning on June 12, 2025 and by the United States on June 22, 2025, against the territorial integrity and sovereignty of the Islamic Republic of Iran. He emphasized that such “acts of aggression” constitute a violation of the peremptory norm prohibiting aggression, which is strictly forbidden under all circumstances. This brazen and unlawful action, carried out without any provocation, is a blatant violation of the UN Charter.

The letter further states: The killing and harming of civilians, including women, children, and the elderly, as well as indiscriminate and barbaric attacks on civilian property and infrastructure — including hospitals, residential buildings, media centers (such as the national broadcaster), sports facilities, prisons, nuclear facilities, oil refineries, and oil and gas storage facilities — represent severe violations of the well-established principles and rules of international humanitarian law, which have become customary norms. Therefore, these acts must be prosecuted as war crimes.

The Attorney General, referring to the International Atomic Energy Agency’s confirmation of the peaceful nature of Iran’s nuclear program, the extensive inspections conducted, and numerous international documents prohibiting attacks on peaceful nuclear facilities, stated in the letter:

“The UN Secretary-General and the Security Council are hereby requested to explicitly condemn the acts of aggression by the United States and the Zionist Israeli regime against Iran, including attacks on civilians and civilian infrastructure, particularly Iran’s nuclear facilities. The Zionist regime and its accomplices must be held fully accountable for these grave violations of international law, and measures must be taken to ensure compensation for damages and guarantees of non-repetition.”

Movahedi further stressed in the letter: It is also requested that the United Nations take immediate and effective measures to prevent the recurrence of such actions and to safeguard international law. It is hoped that the United Nations will play an active and impartial role in defending the fundamental principles of international law, state sovereignty, and human dignity.

Letter from Iran’s Attorney General to the UN High Commissioner for Human Rights regarding the US military aggression against Iran’s peaceful nuclear facilities

Mohammad Movahedi, the Attorney General of Iran, has also sent a letter to Volker Türk, the UN High Commissioner for Human Rights, regarding the US military aggression against Iran’s peaceful nuclear facilities.

He stated: As the Attorney General of the Islamic Republic of Iran, I hereby express my deep concern and strong protest over the terrorist attack carried out on June 22, 2025, by the US government and its military forces against our country’s non-military nuclear facilities located in Fordow, Natanz, and Isfahan. This action is a clear violation of international humanitarian law and international human rights law.

In this letter, Mohammad Movahedi emphasized: “The High Commissioner for Human Rights, as the impartial and specialized body of the United Nations, is hereby requested to record these human rights violations resulting from this attack by utilizing the monitoring and technical tools of the High Commissioner’s Office. Efforts should also be made to collect field data and to support the victims through cooperation with regional bodies, civil organizations, and specialized agencies.”

In this correspondence, the Attorney General expressed to the UN High Commissioner for Human Rights: “We are confident that your committed and independent leadership will once again affirm the role of your Office and the Human Rights Council at this critical juncture in defending human dignity, the rule of law, and preventing impunity.”
