بیانیه ستاد حقوق بشر به مناسبت هفتم اکتبر؛ محکومیت حملات متجاوزانه رژیم صهیونیستی به مناطق مسکونی و اماکن غیرنظامی فلسطین و ایران
ستاد حقوق بشر با انتشار بیانیهای، ضمن محکومیت حملههای متجاوزانه رژیم صهیونیستی به مناطق مسکونی و اماکن غیرنظامی فلسطین، اعلام کرد: هفتم اکتبر در شرایطی فرا میرسد که مردم فلسطین همچنان با پیامدهای چندین دهه اشغال، سلب حقوق بنیادین، توسعه شهرکسازی، آوارگی و جابهجایی اجباری و حملههای مستمر نظامی مواجهاند؛ تداوم حملهها علیه مناطق مسکونی، مراکز درمانی و زیرساختهای حیاتی و محرومسازی مردم از نیازهای اساسی، نقض آشکار حق حیات و کرامت انسانی و مغایر با اصول مسلم حقوق بینالملل بشردوستانه است.
متن این بیانیه به شرح زیر است:
ستاد حقوق بشر جمهوری اسلامی ایران با تأکید بر اینکه حمایت از حق حیات، کرامت انسانی، امنیت و تعیین سرنوشت ملتها، از اصول بنیادین حقوق بشر و حقوق بینالملل است، تداوم جنایات و اقدامات تجاوزکارانه رژیم صهیونیستی علیه ملت مظلوم فلسطین و کشتار غیرنظامیان را بهشدت محکوم میکند.
هفتم اکتبر در شرایطی فرا میرسد که مردم فلسطین همچنان با پیامدهای چندین دهه اشغال، سلب حقوق بنیادین، توسعه شهرکسازی، آوارگی و جابهجایی اجباری و حملات مستمر نظامی مواجهاند؛ تداوم حملات علیه مناطق مسکونی، مراکز درمانی و زیرساختهای حیاتی و محرومسازی مردم از نیازهای اساسی، نقض آشکار حق حیات و کرامت انسانی و مغایر با اصول مسلم حقوق بینالملل بشردوستانه است؛ گزارشها و یافتههای نهادهای معتبر بینالمللی نیز بارها نسبت به وضعیت غیرنظامیان فلسطینی و ضرورت رعایت حمایتهای مقرر در حقوق بشردوستانه هشدار دادهاند.
رژیم صهیونیستی در سالهای اخیر، با تداوم سیاست اشغال و توسل به زور، نهتنها حقوق مسلم ملت فلسطین را نقض کرده، بلکه با گسترش دامنه اقدامات نظامی خود، امنیت و ثبات منطقه را نیز بهطور جدی به مخاطره انداخته است. جنگافروزی، حملات نظامی و کشتار غیرنظامیان نمیتواند تحت هیچ عنوانی توجیهکننده نقض حق حیات و سایر حقوق بنیادین انسانها باشد.
این رویکرد تجاوزکارانه، در جریان حمله نظامی رژیم صهیونیستی به جمهوری اسلامی ایران نیز نمود آشکاری یافت؛ حملاتی که مناطق مسکونی و اماکن غیرنظامی را در معرض آسیب قرار داد و به جانباختن شهروندان ایرانی، ازجمله زنان و کودکان انجامید؛ نهادهای معتبر بینالمللی، نسبت به پیامدهای این حملات بر غیرنظامیان و کودکان ابراز نگرانی کرده و در خصوص رعایت الزامات حقوق بینالملل بشردوستانه موضعگیری کردهاند.
حمایت از حقوق ملت فلسطین و دفاع از حاکمیت و تمامیت ارضی جمهوری اسلامی ایران، دو موضوع مرتبط با یک اصل بنیادین است: احترام به حق حیات، کرامت و امنیت ملتها و مقابله با مصونیت عاملان نقضهای فاحش حقوق بشر و حقوق بشردوستانه.
بر این اساس، جامعه بینالمللی و نهادهای ذیصلاح بینالمللی باید با کنار گذاشتن استانداردهای دوگانه، در برابر تجاوز، کشتار غیرنظامیان و نقض حقوق ملتها موضعی مسئولانه و مؤثر اتخاذ کنند؛ سازوکارهای بینالمللی حقیقتیابی و مستندسازی را تقویت کرده و زمینه پاسخگویی عاملان جنایات و جبران خسارات قربانیان را فراهم آورند.
ستاد حقوق بشر جمهوری اسلامی ایران بار دیگر بر حمایت قاطع جمهوری اسلامی ایران از حقوق مسلم ملت فلسطین، ازجمله حق تعیین سرنوشت، پایان اشغال و برخورداری از آزادی، امنیت و کرامت انسانی تأکید کرده و از جامعه جهانی میخواهد در برابر تداوم تجاوزات و جنگافروزی رژیم صهیونیستی و کشتار غیرنظامیان در فلسطین و منطقه سکوت نکند.
حقوق بشر، معیار گزینشی و ابزاری نیست؛ حق حیات و کرامت انسانی، متعلق به همه ملتهاست و باید بدون تبعیض و استاندارد دوگانه مورد حمایت قرار گیرد.

In the Name of God
The High Council for Human Rights of the Islamic Republic of Iran, emphasizing that the protection of the right to life, human dignity, security, and the right of peoples to self-determination constitutes a fundamental principle of human rights and international law, strongly condemns the continued crimes and acts of aggression committed by the Zionist regime against the oppressed Palestinian people and the killing of civilians.
October 7 comes at a time when the Palestinian people continue to face the consequences of decades of occupation, denial of their fundamental rights, the expansion of settlements, displacement and forced transfer, as well as continued military attacks. The continued attacks against residential areas, medical facilities and vital infrastructure, as well as the deprivation of the population of basic necessities, constitute clear violations of the right to life and human dignity and are contrary to the established principles of international humanitarian law. Reports and findings of credible international bodies have also repeatedly warned of the situation of Palestinian civilians and the need to respect the protections afforded under international humanitarian law.
In recent years, the Zionist regime, through the continuation of its policy of occupation and resort to the use of force, has not only violated the established rights of the Palestinian people, but has also seriously endangered regional security and stability by expanding the scope of its military actions. Warmongering, military attacks and the killing of civilians cannot, under any circumstances, justify violations of the right to life or other fundamental human rights.
This aggressive approach was also clearly manifested in the military attack by the Zionist regime against the Islamic Republic of Iran. These attacks exposed residential areas and civilian sites to harm and resulted in the loss of the lives of Iranian citizens, including women and children. Credible international bodies have expressed concern over the consequences of these attacks for civilians and children and have taken positions regarding compliance with the requirements of international humanitarian law.
Supporting the rights of the Palestinian people and defending the sovereignty and territorial integrity of the Islamic Republic of Iran are two matters connected to one fundamental principle: respect for people’s right to life, dignity and security, and combating impunity for perpetrators of gross violations of human rights and international humanitarian law.
Accordingly, the international community and competent international bodies must, by setting aside double standards, adopt a responsible and effective position in the face of aggression, the killing of civilians and violations of the rights of peoples; strengthen international fact-finding and documentation mechanisms; and create the conditions for holding perpetrators of crimes accountable and providing reparations to victims.
The High Council for Human Rights of the Islamic Republic of Iran once again reaffirms the Islamic Republic of Iran’s steadfast support for the established rights of the Palestinian people, including the right to self-determination, an end to occupation, and the enjoyment of freedom, security and human dignity, and calls upon the international community not to remain silent in the face of the continued acts of aggression and warmongering by the Zionist regime and the killing of civilians in Palestine and the region.
Human rights are neither selective nor instrumental; the right to life and human dignity belong to all peoples and must be protected without discrimination and double standards.
