ستاد حقوق بشر: کشتار غیرنظامیان نقض فاحش حق حیات و حقوق بین الملل بشردوستانه است
ستاد حقوق بشر جمهوری اسلامی ایران طی بیانیهای ضمن محکومیت حملههای نظامی اخیر آمریکا به ایران و کشتار غیرنظامیان، اعلام کرد: حملههایی که به شهادت و مجروح شدن شهروندان عادی، ازجمله زنان و کودکان، انجامیده است، نقض فاحش حق حیات، اصول بنیادین حقوق بینالملل بشردوستانه و تعهدات بینالمللی دولتها در حمایت از غیرنظامیان محسوب میشود و مسئولیت بینالمللی دولت آمریکا را در قبال پیامدهای این اقدامها به دنبال دارد.
متن این بیانیه به شرح زیر است:
ستاد حقوق بشر جمهوری اسلامی ایران، حملات نظامی اخیر ایالات متحده آمریکا به جمهوری اسلامی ایران، بهویژه حملات صورتگرفته علیه استانهای خوزستان، بوشهر، هرمزگان و سیستان و بلوچستان را که به جان باختن و مجروح شدن شهروندان غیرنظامی منجر شده است، به شدیدترین وجه محکوم میکند.
براساس آمار رسمی منتشرشده از سوی مرکز روابط عمومی و اطلاعرسانی وزارت بهداشت، درمان و آموزش پزشکی، تا روز ۲۸ تیرماه، در نتیجه حملات آمریکا به ایران، بیش از ۵۰ نفر از هموطنان به شهادت رسیده و بیش از ۵۱۷ نفر مصدوم شدهاند؛ براساس همین آمار، در میان قربانیان ۵ زن و دو کودک زیر ۱۸ سال و در میان مجروحان ۳۵ زن و ۱۹ کودک زیر ۱۸ سال قرار دارند و ۳۳ نفر از مجروحان همچنان در مراکز درمانی بستری هستند.
همچنین، دانشگاه علوم پزشکی هرمزگان در روز شنبه ۲۶ تیرماه اعلام کرده است تنها درپی حمله آمریکا به پلهای شهرستان بندر خمیر، شمار شهدای این حمله به ۷ نفر افزایش یافته و روند درمان مجروحان همچنان ادامه دارد.
این آمار رسمی، بهروشنی نشان میدهد که قربانیان این حملات صرفا اهداف نظامی نبودهاند، بلکه زنان، کودکان و دیگر شهروندان عادی نیز در میان جانباختگان و مجروحان قرار دارند؛ بخش قابل توجهی از این قربانیان، ساکنان استانهای جنوبی کشور هستند؛ مردمانی که معیشت آنان به دریا، صیادی، بنادر و تجارت دریایی وابسته است و سالها در نتیجه تحریمهای یکجانبه و غیرقانونی با محدودیتهای اقتصادی و دشواریهای معیشتی روبهرو بودهاند؛ امروز همان مردمانی که سالها فشارهای اقتصادی را تحمل کردهاند، هدف حملات نظامی قرار گرفته و جان خود را از دست میدهند؛ واقعیتی تلخ که بیاعتنایی به کرامت انسانی و حق حیات را بهروشنی آشکار میسازد.
حق حیات، بنیادیترین حق بشری و سنگبنای تمامی حقوق و آزادیهای اساسی انسان است؛ این حق در ماده ۳ اعلامیه جهانی حقوق بشر و ماده ۶ میثاق بینالمللی حقوق مدنی و سیاسی به رسمیت شناخته شده و دولتها مکلف به احترام و حمایت از آن هستند؛ سلب خودسرانه حیات، بهویژه نسبت به افراد غیرنظامی، نقض آشکار این تعهدات بینالمللی است.
افزون بر این، مطابق بند ۴ ماده ۲ منشور ملل متحد، توسل به زور علیه تمامیت ارضی یا استقلال سیاسی دولتها ممنوع است؛ همچنین، حقوق بینالملل بشردوستانه، ازجمله اصل بنیادین تفکیک همه طرفهای مخاصمه را موظف میسازد میان اهداف نظامی و غیرنظامیان تمایز قائل شوند و از هرگونه حملهای که موجب تلفات غیرنظامیان یا آسیب به زیرساختهای غیرنظامی شود، اجتناب کنند.
از این رو، حملاتی که به کشته و مجروح شدن شهروندان عادی، ازجمله زنان و کودکان، انجامیده است، نقض فاحش حق حیات، اصول بنیادین حقوق بینالملل بشردوستانه و تعهدات بینالمللی دولتها در حمایت از غیرنظامیان محسوب میشود و مسئولیت بینالمللی دولت ایالات متحده آمریکا را در قبال پیامدهای این اقدامات به دنبال دارد.
ستاد حقوق بشر جمهوری اسلامی ایران، سکوت و استانداردهای دوگانه برخی دولتها و نهادهایی را که مدعی حمایت از حقوق بشر هستند، اما در برابر کشته شدن غیرنظامیان و حمله به زیرساختهای غیرنظامی واکنش موثر و متناسبی نشان نمیدهند، بهشدّت محکوم میکند.
این حملات بار دیگر نشان داد آنچه جمهوری اسلامی ایران از آن با عنوان «حقوق بشر آمریکایی» یاد میکند، جلوهای از رویکردی است که در آن جان انسانها و کرامت ذاتی بشر در برابر اهداف سیاسی و نظامی قربانی میشود و حقوق بشر به ابزاری برای پیشبرد منافع قدرتهای بزرگ تقلیل مییابد.
ستاد حقوق بشر جمهوری اسلامی ایران از دبیرکل سازمان ملل متحد، شورای حقوق بشر، کمیسر عالی حقوق بشر و سایر نهادهای مسئول بینالمللی میخواهد با محکوم کردن این اقدامات، دولت ایالات متحده آمریکا را به رعایت تعهدات خود وفق منشور ملل متحد، حقوق بینالملل و حقوق بینالملل بشردوستانه ملزم سازند و نسبت به پایان دادن به مصونیت از پاسخگویی در قبال چنین نقضهای فاحشی اقدام کنند.
ستاد حقوق بشر جمهوری اسلامی ایران ضمن ابراز همدردی با خانوادههای شهدای این حملات، برای مجروحان آرزوی سلامتی و بهبودی کامل داشته و بر ضرورت احترام بیقید و شرط به حق حیات، حمایت از غیرنظامیان و پایبندی همه دولتها به هنجارهای آمره حقوق بینالملل تأکید میکند.

The Statement of the High Council for Human Rights of the Islamic Republic of Iran Condemning the Recent U.S. Attacks on Southern Iran and the Killing of Civilians
In the Name of God
The High Council for Human Rights of the Islamic Republic of Iran condemns in the strongest possible terms the recent military attacks carried out by the United States of America against the Islamic Republic of Iran, particularly the attacks targeting the provinces of Khuzestan, Bushehr, Hormozgan, and Sistan and Baluchestan, which resulted in the deaths and injuries of civilian citizens.
According to the official statistics released by the Public Relations and Information Center of the Ministry of Health, Treatment and Medical Education, as of July 19, 2026, the U.S. attacks against Iran have resulted in the martyrdom of 50 compatriots and have left more than 517 people injured. According to the same statistics, the victims include 5 women and 2 children under the age of 18, while the injured include 35 women and 19 children under the age of 18. 33 of the injured remain hospitalized in medical centers.
The Hormozgan University of Medical Sciences has also announced that, following the U.S. attack on the bridges in Bandar Khamir County alone, the death toll from the attack has risen to seven, while the treatment of the injured is still ongoing.
These official statistics clearly demonstrate that the victims of these attacks were not solely military targets; rather, women, children, and other ordinary civilians are among those who lost their lives or were injured. A significant proportion of these victims are residents of the country's southern provinces; people whose livelihoods depend on the sea, fishing, ports, and maritime trade, and who have for years faced economic restrictions and livelihood hardships as a result of unilateral and unlawful sanctions. Today, those very people who have endured years of economic hardship have become the targets of military attacks and are losing their lives; a bitter reality that clearly illustrates disregard for human dignity and the right to life.
The right to life is the most fundamental human right and the cornerstone of all fundamental human rights and freedoms. This right is recognized in Article 3 of the Universal Declaration of Human Rights and Article 6 of the International Covenant on Civil and Political Rights, and States are obliged to respect and protect it. The arbitrary deprivation of life, particularly of civilians, constitutes a clear violation of these international obligations.
Moreover, pursuant to Article 2 (4) of the Charter of the United Nations, the use of force against the territorial integrity or political independence of States is prohibited. Furthermore, international humanitarian law, including the fundamental principle of distinction, requires all parties to an armed conflict to distinguish between military objectives and civilians and to refrain from any attack that would result in civilian casualties or damage to civilian infrastructure.
Accordingly, the attacks that have resulted in the deaths and injuries of ordinary civilians, including women and children, constitute a gross violation of the right to life, the fundamental principles of international humanitarian law, and the international obligations of States to protect civilians. They also give rise to the international responsibility of the United States of America for the consequences of these actions.
The High Council for Human Rights of the Islamic Republic of Iran strongly condemns the silence and double standards of certain States and institutions that claim to support human rights but fail to respond effectively and proportionately to the killing of civilians and attacks on civilian infrastructure.
These attacks have once again demonstrated what the Islamic Republic of Iran refers to as “American human rights” is a manifestation of an approach in which human lives and the inherent dignity of human beings are sacrificed in pursuit of political and military objectives, and human rights are reduced to an instrument for advancing the interests of major powers.
The High Council for Human Rights of the Islamic Republic of Iran calls upon the Secretary-General of the United Nations, the Human Rights Council, the United Nations High Commissioner for Human Rights, and other responsible international bodies to condemn these actions, require the United States of America to comply with its obligations under the Charter of the United Nations, international law, and international humanitarian law, and take action to put an end to impunity for such gross violations.
The High Council for Human Rights of the Islamic Republic of Iran, while expressing its condolences to the families of those martyred in these attacks, wishes the injured a full and speedy recovery and emphasizes the necessity of unconditional respect for the right to life, the protection of civilians, and the adherence of all States to the jus cogens norms of international law.
