بیانیه ستاد حقوق بشر در محکومیت تجاوز رژیم صهیونیستی و آمریکا به موسسه پژوهشی و بهداشتی انستیتو پاستور ایران
ستاد حقوق بشر با انتشار بیانیه ای تجاوز آشکار، غیرقانونی و جنایتبار رژیم صهیونیستی با حمایت و همراهی آمریکا علیه مؤسسه پژوهشی و بهداشتی انستیتو پاستور ایران را به شدت محکوم کرد.
متن این بیانیه به شرح زیر است:
ستاد حقوق بشر جمهوری اسلامی ایران، تجاوز آشکار، غیرقانونی و جنایتبار رژیم صهیونیستی با حمایت و همراهی آمریکا علیه مؤسسه پژوهشی و بهداشتی انستیتو پاستور ایران را به شدیدترین وجه ممکن محکوم میکند.حمله به یک مرکز علمی، پژوهشی، بهداشتی و خدماتی که مأموریت آن صیانت از سلامت عمومی، توسعه دانش پزشکی، پیشگیری از بیماریها و خدمترسانی به جامعه انسانی است، نقض فاحش اصول بنیادین حقوق بینالملل، موازین مسلّم حقوق بشر و قواعد آمره حقوق بشردوستانه بینالمللی به شمار میرود.
این اقدام متجاوزانه، نهتنها تعرّض به یک نهاد علمی و بهداشتی غیرنظامی، بلکه حملهای مستقیم به حق حیات، حق سلامت، حق بهرهمندی از پیشرفتهای علمی و امنیّت بهداشتی ملّتها است؛ اقدامی که بار دیگر ماهیّت ضدّبشری، قانونگریز و تهدیدآفرین رژیم صهیونیستی و حامیان آن را در برابر افکار عمومی جهان آشکار ساخت.
حمله به یک مؤسسه پژوهشی و بهداشتی میتواند بهطور مستقیم و غیرمستقیم منجر به نقض حقوق بنیادین بیماران شود؛ از جمله حق دسترسی به خدمات سلامت، حق تشخیص و درمان بهموقع، حق ایمنی بیمار، حق تداوم مراقبت، حق محرمانگی اطلاعات پزشکی و حق بهرهمندی از پیشرفتهای علمی. چنین اقدامی همچنین با ایجاد اخلال در زیرساختهای تشخیصی، پژوهشی و بهداشتی، سلامت عمومی جامعه و کرامت انسانی بیماران را در معرض تهدید جدّی قرار دهد
انستیتو پاستور ایران به عنوان یکی از باسابقهترین و معتبرترین نهادهای علمی، پژوهشی و بهداشتی کشور، طی دهههای متمادی نقشی تعیینکننده در ارتقای سلامت عمومی، کنترل و پیشگیری از بیماریها، توسعه تحقیقات پزشکی و تأمین امنیّت زیستی و بهداشتی کشور ایفا کرده است. تعرّض به چنین نهادی، بهروشنی مصداق حمله به زیرساختهای حیاتی غیرنظامی و اقدامی در تعارض آشکار با همه موازین انسانی و بینالمللی ازجمله نقض اصل تفکیک در مخاصمات مسلحانه است.
ستاد حقوق بشر جمهوری اسلامی ایران تأکید میکند که این تجاوز آشکار: نقض صریح منشور ملل متحد، بهویژه اصل منع توسّل به زور و اصل احترام به حاکمیّت ملّی و تمامیّت ارضی دولتها است؛ تخطی آشکار از اصول و قواعد مسلّم حقوق بینالملل در حمایت از مراکز غیرنظامی، درمانی، علمی و بهداشتی محسوب میشود؛ نمونهای روشن از تروریسم دولتی و رفتار سازمانیافته ضدبشری علیه ملتها و زیرساختهای حیاتی آنان است؛ و تهدیدی جدی علیه امنیّت سلامت، نظم بینالمللی و وجدان انسانی به شمار میآید.
ستاد حقوق بشر جمهوری اسلامی ایران، سکوت و انفعال برخی نهادها و مدعیان دروغین حقوق بشر در برابر چنین جنایاتی را نشانهای روشن از استانداردهای دوگانه، سیاسیکاری و بیاعتباری ادعاهای حقوق بشری غرب دانسته و تصریح میکند که تداوم این رویکرد، نهتنها به گسترش بیثباتی و قانونگریزی دامن میزند، بلکه امنیّت و سلامت جهانی را نیز در معرض تهدید قرار میدهد.
بر همین اساس، ستاد حقوق بشر جمهوری اسلامی ایران از تمامی نهادهای بینالمللی ذیصلاح، از جمله سازمان ملل متحد، شورای حقوق بشر، سازمان جهانی بهداشت، کمیته بینالمللی صلیب سرخ و سایر مراجع مسؤول بینالمللی میخواهد: این اقدام غیرقانونی، ضدانسانی و خطرناک را بهصراحت و بدون ملاحظه سیاسی محکوم کنند؛
نسبت به بررسی فوری، مستقل و شفاف ابعاد این حمله اقدام نمایند؛ آمران، عاملان و حامیان این تجاوز را در چارچوب مسؤولیّت بینالمللی دولتها، مورد پیگرد و پاسخگویی قرار دهند؛ کشور متجاوز، کشورهای حامی این تجاوز و کشور مبدأ این جنایت جنگی را نسبت به جبران خسارات وارده پاسخگو نمایند؛ و از تکرار چنین حملاتی علیه مراکز علمی، درمانی، بهداشتی و سایر اماکن غیرنظامی جلوگیری کنند.
ستاد حقوق بشر جمهوری اسلامی ایران همچنین تأکید میکند که جمهوری اسلامی ایران، حق مشروع و قانونی خود را برای پیگیری همهجانبه حقوقی، سیاسی و بینالمللی این اقدام محفوظ میداند و از تمامی ظرفیتهای ملّی، منطقهای و بینالمللی برای صیانت از حقوق ملّت ایران و مقابله با اینگونه اقدامات جنایتبار بهره خواهد گرفت.بیتردید، اینگونه تجاوزها نهتنها خللی در اراده استوار ملّت ایران و جامعه علمی و درمانی کشور ایجاد نخواهد کرد، بلکه عزم ملی برای تداوم مسیر پیشرفت علمی، تقویت توان ملی و خدمترسانی به مردم را مستحکمتر خواهد ساخت. جمهوری اسلامی ایران هشدار میدهد که عادیسازی حمله به مراکز علمی، بهداشتی و غیرنظامی، خطر جدی برای صلح، امنیّت، سلامت عمومی و بنیانهای حقوق بینالملل به همراه دارد و جامعه جهانی نباید در برابر چنین روند خطرناکی سکوت اختیار کند.

Statement by the High Council for Human Rights of the Islamic Republic of Iran on Condemning the Zionist Regime and the United States Aggression against Iran's Pasteur Institute Research and Health Center
In the Name of God
The High Council for Human Rights of the Islamic Republic of Iran strongly condemns the blatant, illegal, and criminal aggression by the Zionist regime, with the support and complicity of the United States, against Iran's Pasteur Institute research and health center. Attacking a scientific, research, health, and service institution, whose mission is to safeguard public health, advance medical knowledge, prevent diseases, and serve humanity, constitutes a gross violation of the fundamental principles of international law, established human rights norms, and peremptory rules of international humanitarian law.
This aggressive act is not only an assault on a civilian scientific and health institution but also a direct attack on the right to life, the right to health, the right to enjoy scientific progress, and the health security of nations, an action that once again exposes the anti-human, lawless, and threatening nature of the Zionist Regime and its supporters to the world's public opinion. Attacking a research and health institution can directly and indirectly lead to the violation of patients' fundamental rights, including the right to access health services, the right to timely diagnosis and treatment, the right to patient safety, the right to continuity of care, the right to confidentiality of medical information, and the right to enjoy scientific advancements. Such an act also seriously threatens public health and the human dignity of patients by disrupting diagnostic, research, and health infrastructures.
The Pasteur Institute of Iran, as one of the country's oldest and most reputable scientific, research, and health institutions, has played a decisive role for decades in promoting public health, controlling and preventing diseases, advancing medical research, and ensuring the country's biological and health security. An act of aggression against such an institution clearly constitutes an attack on vital civilian infrastructure and an act in blatant conflict with all human and international norms, including a violation of the principle of distinction in armed conflicts.
The High Council for Human Rights of the Islamic Republic of Iran emphasizes that this blatant aggression:
- Is a clear violation of the United Nations Charter, particularly the principle prohibiting the use of force and the principle of respect for national sovereignty and territorial integrity of states;
- Constitutes a clear breach of established principles and rules of international law protecting civilian, medical, scientific, and health centers;
- Is a clear example of state terrorism and organized anti-human behavior against nations and their vital infrastructure; and
- Poses a serious threat to health security, international order, and human conscience.
The High Council for Human Rights of the Islamic Republic of Iran considers the silence and inaction of some institutions and false claimants of human rights in the face of such crimes as a clear sign of double standards, politicization, and the invalidity of Western human rights claims, and states that the continuation of this approach not only fuels instability and lawlessness but also threatens global security and health.
Accordingly, the High Council for Human Rights of the Islamic Republic of Iran calls upon all relevant international institutions, including the United Nations, the Human Rights Council, the World Health Organization, the International Committee of the Red Cross, and other responsible international bodies to:
- Clearly and without political consideration condemn this illegal, anti-human, and dangerous act;
- Take immediate, independent, and transparent action to investigate the dimensions of this attack;
- Pursue and hold accountable the perpetrators, actors, and supporters of this aggression within the framework of the international responsibility of states;
- Hold the aggressor country, the countries supporting this aggression, and the country of origin of this war crime accountable for compensating the damages incurred; and
- Prevent the repetition of such attacks against scientific, medical, health, and other civilian facilities.
The High Council for Human Rights of the Islamic Republic of Iran also emphasizes that the Islamic Republic of Iran reserves its legitimate and legal right to pursue all legal, political, and international avenues regarding this act and will utilize all national, regional, and international capacities to safeguard the rights of the Iranian people and counter such criminal actions.
Undoubtedly, such aggressions will not only fail to weaken the steadfast will of the Iranian people and the country's scientific and medical community but will further strengthen the national resolve to continue the path of scientific progress, enhance national capabilities, and serve the people.
The Islamic Republic of Iran warns that normalizing attacks on scientific, health, and civilian centers poses a serious danger to peace, security, public health, and the foundations of international law, and the international community must not remain silent in the face of such a dangerous trend.
