بیانیه ستاد حقوق بشر جمهوری اسلامی ایران در محکومیت حمله به مراکز علمی و آموزشی

ستاد حقوق بشر جمهوری اسلامی ایران طی بیانیه‌ای حمله موشکی به یکی از مراکز علمی و آموزشی کشور، دانشگاه علم و صنعت ایران، را به‌شدت محکوم کرد و آن را مصداق بارز نقض فاحش اصول بنیادین حقوق بین‌الملل، به‌ویژه حقوق بشردوستانه بین‌المللی و حقوق بشر دانست.

متن این بیانیه به شرح زیر است:

بسم‌الله الرحمن الرحیم

ستاد حقوق بشر جمهوری اسلامی ایران حمله موشکی به یکی از مراکز علمی و آموزشی کشور، دانشگاه علم و صنعت ایران، را به‌شدت محکوم می‌نماید و آن را مصداق بارز نقض فاحش اصول بنیادین حقوق بین‌الملل، به‌ویژه حقوق بشردوستانه بین‌المللی و حقوق بشر می‌داند.

مراکز علمی و آموزشی، به‌عنوان نهادهایی غیرنظامی و مأمن تولید علم، آموزش و توسعه انسانی، تحت حمایت ویژه قواعد حقوق بین‌الملل قرار دارند. بر اساس اصول مسلم حقوق بشردوستانه، از جمله اصل تفکیک میان اهداف نظامی و غیرنظامی و ممنوعیت حمله به اشیاء و اماکن غیرنظامی، هرگونه هدف قرار دادن دانشگاه‌ها و مراکز آموزشی، نقض آشکار این قواعد و در تعارض جدی با تعهدات بین‌المللی دولت‌ها است.

چنین اقداماتی علاوه بر تهدید مستقیم جان اساتید، دانشجویان و کارکنان، حق بنیادین آموزش، حق حیات، حق امنیت فردی و حق برخورداری از محیطی امن برای رشد علمی را به‌شدت نقض می‌نماید.

همچنین حمله به زیرساخت‌های علمی، لطمه‌ای جبران‌ناپذیر به توسعه پایدار و پیشرفت علمی کشورها وارد می‌سازد که آثار آن محدود به یک جامعه نبوده و جامعه جهانی را نیز متأثر می‌سازد.

ستاد حقوق بشر جمهوری اسلامی ایران در این راستا، سازمان آموزشی، علمی و فرهنگی ملل متحد (یونسکو) را به‌عنوان نهاد مسئول در صیانت از آموزش، علم و فرهنگ، مخاطب قرار داده و از آن سازمان انتظار دارد در چارچوب مأموریت‌های خود، با اتخاذ موضعی صریح و مسئولانه، این اقدام غیرقانونی را محکوم نموده و نسبت به پیشگیری از تکرار چنین حملاتی علیه مراکز علمی و آموزشی اقدام نماید.

بدیهی است سکوت یا بی‌تفاوتی در قبال این‌گونه اقدامات، به تضعیف جایگاه علم، آموزش و ارزش‌های انسانی در سطح بین‌المللی می انجامد و زمینه‌ساز گسترش ناامنی و بی‌ثباتی می گردد.

ستاد حقوق بشر جمهوری اسلامی ایران ضمن تأکید بر مسؤولیت عاملان این اقدام، حق خود را برای پیگیری حقوقی این نقض آشکار از طریق مراجع ذی‌صلاح بین‌المللی محفوظ می‌دارد.

The Statement of the High Council for Human Rights of the Islamic Republic of Iran on Condemning the Attack against Scientific and Educational Facilities

In the Name of God

The High Council for Human Rights of the Islamic Republic of Iran strongly condemns the airstrike against one of the scientific and educational facilities of the country, the University of Science and Industry, and considers it as an example of clear violation of fundamental principles of international law, in particular, international humanitarian law and human rights law. Scientific and educational centers, as civilian institutions and places for science production as well as education and human progress, are protected by international law regulations. Based on basic principles of humanitarian law, including the Principle of Distinction between military and civilian objects and prohibition of attacks against civil objects and places, any act of targeting universities and educational centers are considered as clear violation of these regulations and contradict international obligations of the states. Such acts, not only directly threaten the life of professors, students and personnel of the university, but it also severely violates the fundamental right to education, right to life, right to the security of the person, and the right to enjoy a safe environment for scientific progress. 

Attacks against scientific infrastructures result in irreparable harms to sustainable development and scientific progress in countries the impacts of which are not limited to a single community, but the whole global community.

In this regard, the High Council for Human Rights of the Islamic Republic of Iran, referring to the UN Educational, Scientific and Cultural Organization (UNESCO) as the responsible body for the protection of education, science and culture, expects the Organization, within the framework of its mandate and through taking urgent and responsible position, to condemn this illegal act and take necessary steps in order to prevent the reoccurrence of such attacks against the scientific and educational centers. Undoubtedly, silence or showing indifference in the face of these acts will result in weakening the status of science, education, and human values at international level and lead to the expansion of insecurity and instability. 

The High Council for Human Rights of the Islamic Republic of Iran, emphasizing the responsibility of the perpetrators of this act, protects its right to legally pursue this clear violation through competent international authorities.
