بیانیه ستاد حقوق بشر جمهوری اسلامی ایران خطاب به نهادهای بینالمللی درباره حمله به نیروگاه هستهای بوشهر
ستاد حقوق بشر تداوم اقدامهای تجاوزکارانه و حمله به مراکز صلحآمیز هستهای جمهوری اسلامی ایران، بهویژه حملههای مکرر و مخاطرهآمیز به نیروگاه هستهای بوشهر را بهعنوان نقض فاحش و آشکار حقوق بینالملل محکوم کرد.

ستاد حقوق بشر جمهوری اسلامی ایران تداوم اقدامهای تجاوزکارانه و حمله به مراکز صلحآمیز هستهای جمهوری اسلامی ایران، بهویژه حملههای مکرر و مخاطرهآمیز به نیروگاه هستهای بوشهر را بهعنوان نقض فاحش و آشکار حقوق بینالملل محکوم کرد؛ در بیانیه ستاد حقوق بشر آمده است:

ستاد حقوق بشر جمهوری اسلامی ایران با ابراز نگرانی شدید و عمیق نسبت به تداوم اقدامات تجاوزکارانه و حمله به تاسیسات صلحآمیز هستهای جمهوری اسلامی ایران، بهویژه حملات مکرر و مخاطرهآمیز به نیروگاه هستهای بوشهر، این اقدامات را بهعنوان نقض فاحش و آشکار حقوق بینالملل محکوم مینماید.
نیروگاه هستهای بوشهر بهعنوان یک تاسیسات غیرنظامی و فعال، تحت نظارت و راستیآزمایی مستمر سازوکارهای بینالمللی، از جمله نظام پادمان، فعالیت داشته و هرگونه تعرض به آن، نقض اصول بنیادین حقوق بینالملل، بهویژه قواعد آمره حقوق بشردوستانه بینالمللی محسوب میگردد؛ اصل تفکیک میان اهداف نظامی و غیرنظامی، اصل تناسب و ممنوعیت ایجاد خسارات گسترده، بلندمدت و شدید به محیط زیست، ازجمله قواعدی هستند که در این حملات بهطور جدی نقض شدهاند.
هدف قرار دادن یک نیروگاه هستهای فعال، نهتنها امنیت ملی یک کشور، بلکه امنیت منطقهای و بینالمللی را در معرض تهدیدی جدی قرار میدهد؛ خطر انتشار مواد رادیواکتیو ناشی از چنین حملههایی میتواند به بروز فاجعهای انسانی و زیستمحیطی گسترده منجر گردد که آثار آن فراتر از مرزهای جغرافیایی بوده و حقوق بنیادین بشر ازجمله حق حیات، حق بر سلامت و حق بر محیط زیست سالم را بهشدّت نقض نماید.
در این چارچوب، ستاد حقوق بشر جمهوری اسلامی ایران از آژانس بینالمللی انرژی اتمی انتظار دارد در اجرای مسئولیتهای قانونی، فنی و اخلاقی خود، با اتخاذ موضعی شفاف، صریح و قاطع، این اقدامات خطرناک را محکوم نموده و نسبت به پیشگیری از تکرار چنین حملاتی اقدامات فوری و موثر بهعمل آورد؛ بدیهی است هرگونه سکوت یا انفعال در برابر این تهدیدات، به تضعیف اعتبار نهادهای بینالمللی و افزایش مخاطرات علیه صلح و امنیت جهانی منجر خواهد شد.
همچنین از سازمان ملل متحد، شورای حقوق بشر و سایر نهادهای ذیصلاح بینالمللی انتظار میرود با درک ابعاد فاجعهبار این اقدامات، نسبت به محکومیت صریح آن و اتخاذ تدابیر لازم برای توقف فوری این حملات اقدام نمایند.
ستاد حقوق بشر جمهوری اسلامی ایران تاکید مینماید که مسئولیت تمامی پیامدهای انسانی، زیستمحیطی و امنیتی ناشی از این اقدامات، بر عهده عاملان و حامیان آن بوده و جمهوری اسلامی ایران حق خود را برای پیگیری این نقضها از طریق سازوکارهای حقوقی و بینالمللی محفوظ میدارد.

The Statement of the High Council for Human Rights of the Islamic Republic of Iran to the International Institutions regarding the Attack to Nuclear Power Plant in Bushehr
In the Name of God
The High Council for Human Rights of the Islamic Republic of Iran, deeply and seriously concerned about the continuous aggressive acts and attacks to peaceful nuclear installations of the Islamic Republic of Iran, particularly frequent hazardous attacks to the nuclear power plant of Bushehr, condemns these measures as clear violation of international law.
The nuclear power plant of Bushehr, as a noncombatant and an active installation, has been working under the continual surveillance of the international mechanisms, including Safeguard system, and any aggression against it will be considered as violation of fundamental principles of international law, especially peremptory norms of international human rights law. The Principle of Distinction between the military and civilian objects, the Principle of Proportionality and prohibition of excessive, lasting and extreme harm to the environment are among the principles seriously violated in these attacks.
Targeting an active nuclear power plant subjects not only the national security of a country but also the regional and international security to severe threats. The risk of diffusion of radioactive particles resulted from these attacks can lead to extensive human and environmental disasters, the impacts of which go beyond the geographical boarders and will violate fundamental human rights including the right to life, the right to health and the right to healthy environment.
In this framework, the High Council for Human Rights of the Islamic Republic of Iran expects the International Nuclear Energy Agency, in line with the implementation of its legal, technical and moral responsibilities and while taking clear, explicit and firm position, to condemn these hazardous acts and take prompt and effective steps to prevent the repetition of such attacks. Clearly, any silence or inactivity in the face of these threats will weaken the credibility of international institutions and increases the risks against the global peace and security.
In the same way, the United Nations, the Human Rights Council and other relevant international bodies are expected to explicitly condemn these acts and take necessary steps to urgently stop the attacks, regarding the catastrophic aspects of such acts.
The High Council for Human Rights of the Islamic Republic of Iran emphasizes that the responsibility of all human, environmental and security consequences of these acts are on the perpetrators and supporters, and the Islamic Republic of Iran protects its right to pursue these violations through international and legal mechanisms.
