The death sentence of Aqil Keshavarz, convicted of espionage in favor of the Zionist regime, intelligence communication and cooperation with the regime, and photographing military and security sites, was carried out after being upheld by the Supreme Court and following completion of legal procedures.

On one of the days of Ordibehesht 1404 (April–May 2025), a patrol unit of the Protection Organization of the Islamic Republic of Iran Army in Urmia encountered a suspicious case while on duty.

During their patrol, army protection officers observed a young man photographing the headquarters building of the Urmia Infantry Division. Thanks to the officers’ vigilance, the suspect was arrested and, after coordination and obtaining a judicial order, was handed over to the relevant authority.

Initially, the individual claimed he had traveled to Urmia to attend a scientific conference at Urmia University. However, upon inspection of his mobile phone, a message from a number linked to the Zionist regime and from a person with the username “Osher” was discovered, strengthening suspicions of the accused’s connection with the regime.

Further searches of Aqil Keshavarz’s place of residence yielded additional documents and evidence.

During the search of the hotel where Keshavarz was staying, a coded notebook containing the names of several security institutions and their addresses was discovered. After initial investigations, the suspect was transferred to detention.

Espionage with monarchist tendencies and operational activity for the Monafeghin

Aqil Keshavarz, son of Javad, was admitted in 1394 (2015–2016) to study mining engineering, but after three semesters withdrew from the university due to failure in relevant courses and ultimately continued his studies in architecture. Investigations into the personal and family life of the accused revealed that members of his family held monarchist tendencies, and that his uncle had a history of membership in and support for the Monafeqin Terrorist Group. The Mossad spy had previously carried out operations for the Monafeghin terrorist group as well, which are referred to below.

How the accused established contact with the Zionist Regime

According to the case file, Aqil Keshavarz established contact with the intelligence and security services of the Zionist regime through cyberspace. During his period of cooperation with the Zionist regime, he maintained separate contacts with the Israeli army and the Mossad service.

At the outset, Keshavarz sent messages hostile to the Islamic Republic of Iran in order to gain the favor of the Israeli side through communication channels. He even sent details of a warehouse that was rumored to be a missile production site to the website of the Israeli army to build trust. Following this message, a reply was sent from the Israeli army asking for further explanations.

Keshavarz’s formal cooperation with the Israeli army began when he was encouraged to send more reports. Subsequently, the convicted individual sent the addresses, specifications, and reasons for suspicion regarding four other warehouses and buildings to the relevant address. He then knowingly continued his cooperation with the Zionist enemy by establishing contact via cyberspace with the intelligence service of the Zionist regime.

In a message sent by a Mossad officer to Aqil Keshavarz, he was asked to specify in which areas he could assist the regime. To gain trust, the convict sent details of his previous missions and a number of other documents.

According to investigations and the convict’s confessions, up until the time of his arrest he had carried out more than 200 missions for the intelligence service of the Zionist regime. The scope of these missions covered the cities of Tehran, Isfahan, Urmia, and Shahroud.

Photographing targeted locations, planting tracking devices, conducting opinion polling, and examining traffic patterns in specific routes were among the missions Aqil Keshavarz carried out on the orders of Mossad officers.

Keshavarz’s Cooperation with the Monafeghin

Further investigations revealed that in 1401 (2022–2023), Keshavarz also established contact and cooperation on Telegram with one of the groups affiliated with the Monafeghin, sending images and carrying out slogan-writing as directed by the group managers.

Financial support from Mossad

After Keshavarz’s cooperation with the Mossad service was confirmed by the liaison officer, he set up a digital currency wallet and sent its details to the officer. After each mission, the Mossad officer transferred sums in the form of digital currency to the accused’s account and sent him the transaction receipt.

Keshavarz’s awareness of his cooperation with Mossad

Based on the case documents, Keshavarz knowingly established contact with the Israeli army and the Mossad intelligence service and carried out numerous missions on their orders.

In his confessions, the convict explicitly admitted that he had cooperated with services linked to the Zionist regime with the intention of striking a blow against the system of the Islamic Republic of Iran and had provided the country’s information to them.

After completion of the investigations, an indictment was issued against Aqil Keshavarz on charges of espionage in favor of the Zionist regime and intelligence communication and cooperation with the regime, and the case was referred to the court.

Following court sessions held in the presence of the accused and his lawyer, and in view of the available evidence and indications, the photographing of military and security sites, the technical documentation in the case file, and the clear and explicit confessions of the accused regarding how he was recruited by the security services of the Zionist regime and the manner of his activities and missions, the court sentenced Aqil Keshavarz to death in accordance with the law.

The verdict, after being upheld by the Supreme Court and completion of legal formalities, was carried out at dawn today, Saturday December 20, 2025.
