Araghchi’s letter to the UN and Security Council regarding Trump’s admission of leading aggression against Iran

Iran’s Foreign Minister, Seyyed Abbas Araghchi, in a letter to António Guterres, UN Secretary-General, and Michael Imran Cano, President of the UN Security Council, regarding U.S. President Donald Trump’s admission of orchestrating aggressive actions by the Israeli regime against the Islamic Republic of Iran, emphasized that the United Nations should hold the U.S. and Israel accountable for their aggression against Iran.

The text of the letter is as follows:

 

In the Name of God, the Most Compassionate, the Most Merciful

Your Excellency,

With reference to my previous letters dated June 13, 2025, June 22, 2025, and June 28, 2025 regarding the overtly aggressive actions by the United States and Israel from June 3 to June 14, 2025, against my country, I would like to draw your attention to the recent statements by the U.S. President concerning America’s leading role in these aggressive actions and the war crimes committed by its agents against the Islamic Republic of Iran.

On November 6, 2025, the U.S. President stated:

“Israel first attacked [Iran]; that attack was very, very powerful; I am fully responsible for it.”

Under international law, this statement is clear evidence of U.S. direction and control over these illegal actions. As previously noted, the aggressive actions by Israel and the United States against Iran’s sovereignty and territorial integrity constitute a blatant violation of Article 2, Paragraph 4 of the UN Charter. These actions included attacks on civilians and civilian objects, carried out with complete disregard for the principles of international law and international humanitarian law, resulting in the death of over 1,100 innocent people and injuries to many others.

Moreover, indiscriminate attacks targeted civilian infrastructure, including peaceful nuclear facilities under IAEA safeguards, in clear violation of the UN Charter, the final documents of the NPT Review Conferences, IAEA resolutions (including Resolutions 444 and 533), and UN Security Council Resolution 487 (1981). Accordingly, the international responsibility for these violations lies not only with Israel but also with the United States, including for directing and controlling the Israeli regime.

In view of the above, the United States is obliged to fully compensate Iran and its citizens for all material and moral damages caused by these violations. Such compensation must include restoration to the prior state and reparations according to established principles of international law.

At the same time, the aforementioned admission entails the individual criminal responsibility of the U.S. President and any other American officials involved in gross violations of international humanitarian law, including committing aggression, directing intentional attacks on civilians (including women, children, academics, journalists, and prisoners), targeting senior military officers outside conflict zones, and carrying out deliberate attacks on civilian objects such as hospitals, ambulances, the Islamic Republic of Iran Broadcasting Center, a prison, and energy infrastructure, including peaceful nuclear facilities. This does not diminish the criminal responsibility of all individuals within the Israeli regime who were involved in commanding, ordering, executing, aiding, or facilitating these war crimes.

Accordingly, the Islamic Republic of Iran reserves its undeniable right to pursue accountability through all available legal avenues for states and individuals responsible and to seek reparations for damages incurred.

Iran’s serious expectation is that the UN Secretary-General and the Security Council, in accordance with their responsibilities to maintain international peace and security, take appropriate measures to ensure accountability of the United States and Israel for these gross violations and bring the perpetrators to justice.

Kindly order that this letter be published as an official Security Council document.
