The policies of U.S. President Donald Trump, including cuts to research budgets and immigration restrictions on students, have turned other countries into destinations for American scientists.

The American magazine Foreign Policy reported on the incentivizing measures taken by European countries to attract U.S. researchers and scientists following Trump’s return to the White House.

“Choose France for Science” is the name of a program launched by French President Emmanuel Macron to attract researchers, with €100 million allocated for the initiative.

Ursula von der Leyen, President of the European Commission, has also dedicated €500 million to attract researchers. In contrast, Trump has not only slashed budgets for research centers and universities but has also canceled over 1,500 student visas.

Foreign Policy emphasized that Trump’s actions have caused concern among researchers and international students, increasing the likelihood of a brain drain.

The magazine warned that the United States is creating conditions for its own brain drain at a time when other countries, including Canada, are investing heavily to attract talent. Foreign Policy noted that the Toronto Academic Health Network has allocated CAD 30 million to recruit 100 young scientists.

East Asian countries, including China, South Korea, and Singapore, are also investing in research and development, establishing themselves as new hubs of innovation.
