Statement of the High Council for Human Rights of the Islamic Republic of Iran in response to the baseless allegations of the chairperson of the so-called international fact-finding mission

Following the baseless claims of the Chairperson of the so‑called International Independent Fact‑Finding Mission during the session of the Third Committee of the United Nations General Assembly, the High Council for Human Rights issued a statement; the text of the statement is as follows:
 

1.     On Thursday, 30 October 2025, during the meeting of the Third Committee of the 80^th UN General Assembly in New York, the Chairperson of the so-called International Fact-Finding Mission on the Situation of Iran, in her inaugural appearance before the Third Committee, misused the aforesaid platform. Deviating from the principles of impartiality, independence, and fairness, she reiterated her unfounded and baseless allegations and accusations concerning the human rights situation in the Islamic Republic of Iran.

2.     The so-called Fact-Finding Mission, which was established in the Human Rights Council by certain Western countries for purposes of political exploitation and was extended through lobbying and pressure exerted by the same States despite having no basis, justification, or mandate for the continuation of its activities after submitting its final report, was from its inception formed based on a hostile and interventionist approach as part of an agenda to destabilize Iran. This occurred notwithstanding the full utilization of all domestic legal capacities by various governmental and judicial institutions of the Islamic Republic of Iran to investigate the multifaceted dimensions of the unrest in 2022.

3.     The conduct, activities, statements, and reports of this Mission over recent years have demonstrated that its pursuits constitute, in essence, a systematic “engineering of accusations and allegations” designed to induce and propagate a “predetermined and imposed objective and conclusion” dictated by the sponsors of the resolution establishing the Mission.

4.     By manifestly adopting a hostile and destructive posture towards Iranian society, the so-called Fact-Finding Mission has been transformed into an instrument for disrupting the peace and stability in the Islamic Republic of Iran. In so doing, and contrary to its professed mandate of promoting and protecting the human rights of Iranian citizens, it seeks by any means available to engender circumstances within the Islamic Republic of Iran that may constitute violations of the human rights of its citizens.

5.     The accusations and allegations made by the Chairperson of the Mission against the Islamic Republic of Iran during the session of the Third Committee on Thursday, 30 October 2025, are profoundly regrettable and serve as a clear indication of the negative impact of this mechanism's performance on the credibility of the United Nations.

6.     The so-called Fact-Finding Mission, in direct contravention of its designated title, deliberately disregards established facts and engages in the dissemination of false information. By abusing the platform and privileges afforded to it and its Chairperson within international fora, it generates destabilizing anti-Iranian content. Under the pretext of advocating for the rights of victims, it rebroadcasts, from United Nations platforms, claims and accusations fabricated within the think tanks of separatist, subversive, and terrorist entities, thereby seeking to confer legitimacy, under the auspices of the United Nations, upon the narratives produced by such elements.

7.     The Mission’s approach, which, in a deliberate and meticulously orchestrated manner, deviated from the outset from the “path of fact-finding” and aligned itself with policies and activities aimed at subverting the Islamic Republic of Iran, falls outside established diplomatic norms, is profoundly disgraceful, and raises serious concerns regarding the credibility of the United Nations.

8.     Iran’s High Council for Human Rights condemns the accusations and allegations articulated by the Chairperson of the Mission during the session of the Third Committee of the General Assembly and regards this a deeply regrettable sign of the misuse of the United Nations podium.

9.     Throughout its approximately three-year tenure marked by a record of egregious conduct, the Mission has undertaken no measures whatsoever to safeguard the rights of the Iranian people against the negative impacts of coercive unilateral sanctions. It has relied upon fabricated information as the foundation for its analyses and reports, producing conclusions wholly divorced from reality, the sole function of which has been to obscure facts and present a twisted version of the truth.

10. In its most recent hostile posture towards the people of the Islamic Republic of Iran, the aforesaid Mission, far from extending support to them, not only declines to condemn the twelve-day military aggression perpetrated by the Zionist regime and the U.S. against the Iranian nation but also refrains from any expression of sympathy for more than 1,100 martyrs of the this military aggression.

11. The aforesaid military aggression, over the course of twelve days, clearly demonstrated its primary objective to be the targeting of ordinary Iranian citizens, including infants, girls and women, athletes, medical and relief personnel, and other strata of the Iranian nation, who were martyred in a state of absolute innocence and defenselessness during the assaults launched by the aggressive and occupying Zionist regime upon Iranian territory.

12. Ms. Sarah Hossain, Chairperson of the so-called Fact-Finding Mission, in remarks that are profoundly disappointing and regrettable, stated during her speech in the Third Committee of the General Assembly on 30 October 2025, as follows: “Between the 13^th and 25^th of June this year, Israel launched hundreds of airstrikes against Iranian military nuclear facilities, some of which also impacted civilian objects, including medical facilities and schools.”

13. In addition to other baseless, political, and unsubstantiated claims and allegations she raised in her speech, the aforesaid statement is particularly regrettable and alarming, unequivocally exposing the inaccuracy and insincerity of this political mechanism’s assertions regarding the defense of the rights of the Iranian people.

14. By employing the phrase “Israel’s attacks on Iran’s military nuclear facilities,” she manifestly seeks to propagate false and erroneous information implying the military character of Iran’s nuclear facilities. This purported claim has been confirmed neither by the International Atomic Energy Agency nor by any other credible international report. Furthermore, the Islamic Republic of Iran, operating under one of the strictest international supervisory regimes, has demonstrably established that all facets of its nuclear program are exclusively peaceful in nature.

15. Moreover, she states: "Israel's attacks on Iran's military nuclear facilities have in some cases also affected civilians." It is extraordinarily perplexing that the Chairperson of the Iran Fact-Finding Mission seems to consider the following as Iran's military nuclear facilities targeted by Israel, which consequently led to harm to ordinary citizens: Quds Square in Tehran, hospitals in Tehran and Kermanshah, the attack on Shahid Chamran township in Tehran, the attack on Evin Prison, the attack on a residential house in Astaneh Ashrafiyeh (which martyred 14 members of a single family), ambulances in Tehran and Najafabad, and the attack on a kindergarten in Tehran! It is astonishing how the Chairperson of the so-called Fact-Finding Mission has closed her eyes to these very clear facts, making such a claim, ignoring the attacks on the mentioned locations, and categorizing them as part of the alleged military nuclear facilities!

16. What engenders profound regret and grave concern is not merely the aforesaid Mission’s absence of empathy for the martyrs and victims of this twelve-day military aggression, nor its failure to condemn the aggression itself, but rather its unequivocal, extraordinary, and highly questionable endorsement of mercenaries who colluded and cooperated with the aggressors during the said military aggression, and whose hands are stained with the blood of the victims and those harmed thereby. The Mission’s solicitude for the plight of individuals who served as accomplices and collaborators with the aggressors in this military aggression raises a profound question in the minds of the Iranian people: whether this Mission may constitute an element of the aggressors’ project—including the Zionist regime and the U.S.—in their confrontation with the Islamic Republic of Iran and their explicitly stated objective, articulated by certain officials of the aggressors during the twelve-day military aggression, of overthrowing the system of the Islamic Republic of Iran—an objective that neither materialized during the twelve-day aggression nor shall it ever materialize in the future.

17. Should the imposed and unlawful so-called Fact-Finding Mission and its Chairperson have anticipated that the lawful institutions of the Government of the Islamic Republic of Iran would, during the twelve-day military aggression by the Zionist regime and the U.S., function as an extension of that aggression, abstain from addressing mercenaries acting in service of the aggressors, and permit the full realization of the aggressors’ plans and objectives, it must be categorically affirmed that such an expectation on the part of the Fact-Finding Mission is both misplaced and illegitimate, and is neither acknowledged nor practiced in any sovereign State.

18. The persistent reiteration of baseless claims and accusations by the so-called International Fact-Finding Mission concerning the twelve-day military aggression against the Islamic Republic of Iran serves as conclusive evidence of the political and unprofessional character of this Mission. Throughout its tenure, the Mission has not only maintained silence in the face of coercive unilateral measures imposed upon Iranian citizens by the United States and certain other States, but has likewise remained mute regarding interventions designed to disrupt the peace, stability, and security of the Islamic Republic of Iran. Presently, in relation to the twelve-day military aggression by the Zionist regime and the U.S., it has aligned itself with the aggressors and assumed the role of advocate for those who were complicit in the aggression against the territory, lives, and property of Iranians.

19. In conclusion, Iran’s High Council for Human Rights, while condemning the unsubstantiated, biased, and politically motivated positions, reports, and statements of the so-called Fact-Finding Mission, which stand in flagrant contradiction to professional standards, foundational ethical principles, and the code of conduct for United Nations mandate-holders, warns that the continuation of this Mission's activities in this manner will only lead to the further weakening and discrediting of international human rights institutions and mechanisms, particularly the Human Rights Council.
