Details of the Iran-Oman legal and judicial cooperation agreement

Askar Jalalian, Deputy for Human Rights and International Affairs of the Ministry of Justice, in an interview with Mizan, announced the signing of a mutual legal and judicial cooperation agreement between Iran and Oman.
He stated: "Following efforts during a trip to Oman, the agreement on mutual cooperation in civil, legal, and judicial matters was signed on Tuesday, May 27, 2025, between Iran and Oman. This highly valuable agreement, which had been under negotiation for over 15 years, was finalized during this visit. This is a significant achievement, as we have over 400 convicts in Omani prisons, and this agreement will facilitate their transfer back to Iran."
He added: "The agreement was signed in the presence of the President of Iran and Sultan Qaboos by the justice ministers of both countries. We must acknowledge the considerable efforts of the Judiciary, the Ministry of Foreign Affairs, its Legal Department, the Iranian Embassy in Oman, and the Vice Presidency for Legal Affairs in finalizing this agreement."
According to the Deputy for Human Rights, intensive negotiations between Iranian and Omani parties led to the finalization of this significant agreement.
Jalalian described the agreement as an exceptional opportunity to strengthen legal and judicial cooperation with Oman, stating: "The title of the agreement is 'Legal and Judicial Cooperation in Civil and Criminal Matters, Transfer of Convicts, and Extradition of Criminals.' It is one of the most important agreements signed with Persian Gulf countries in this field."
He further elaborated on Iran’s efforts to sign four types of agreements with various countries, noting: "These agreements cover mutual assistance in criminal matters, mutual assistance in civil matters, transfer of convicts, and extradition of criminals. Through strategic planning and Omani cooperation, we managed to consolidate these four agreements into a single document."
Highlighting the importance of the agreement, Jalalian said: "The agreement is structured in six chapters. The first chapter addresses the general framework of legal and judicial cooperation between the two countries. Chapters two to five cover mutual assistance in civil matters, mutual assistance in criminal matters, transfer of convicts, and extradition of criminals. The sixth chapter includes final provisions, such as dispute resolution and other significant matters. This agreement is a rare achievement in the history of the Ministry of Justice and the Judiciary, as it encompasses all four types of agreements mandated to the Ministry of Justice under the Constitution within a single document."
The Deputy for Human Rights expressed hope that expanding legal and judicial cooperation with Persian Gulf countries would provide necessary support to Iranian citizens traveling to these nations.
