Head of Judiciary: The Judiciary’s strategy is firm action against criminals, terrorists, and armed robbers — and Islamic clemency for eligible convicts

The head of Iran’s Judiciary said that the judiciary has taken significant steps in recent years, particularly over the past two years, to expand public access to justice and to enhance technology-based legal services for citizens.

According to the Judiciary’s Media Center, on Monday (October 20), Mohseni Ejei spoke at a session of the Supreme Council of the Judiciary, outlining the body’s strategic approach to strengthening public security and social stability.

He stated: “The Judiciary’s strategy is to act firmly and lawfully against those who disrupt public security and peace — including criminals, terrorists, and armed robbers — without the slightest hesitation, while at the same time showing Islamic mercy and clemency to those convicts who are eligible. In all circumstances, adherence to Islamic judicial ethics remains our guiding principle. Justice must prevail at every stage of legal proceedings, not only at the time of issuing a verdict. This spirit of justice should be reflected in our treatment of defendants and litigants, in our impartiality toward all parties, and in our respect for the sacred law, for legal due process, and for the dignity and reputation of the people.”

Referring to the judiciary’s progress in expanding digital and technological services, Ejei added: “The Judiciary has made notable strides, especially in the past two years, in broadening public access to justice and developing technological tools to serve the people. In this regard, we must thank Dr. Kazemifard, the head of the Judiciary’s Statistics and IT Center, and his colleagues for their efforts. Several other state institutions, after visiting our center, have formally requested access to our technological systems — a sign of the reliability, security, and efficiency of the technologies we use. Nonetheless, we emphasize the need for continued financial and budgetary support, since every investment in modern technology that improves public access to justice is not an expense, but a valuable investment in the nation’s judicial future.”

Later in his remarks, Mohseni Ejei highlighted the moral and social value of forgiveness and pardon, citing the recent example of the father of Amir Mohammad Khaleqi, a university student killed by armed robbers last year.

“Retribution (Ghisas) is the legitimate right of the victim’s family,” he said, “but forgiveness is superior. That bereaved father’s action was truly exemplary. By granting the killer a reprieve, he taught us several lessons — mastering emotion in the face of grief, and promoting divine teachings by urging his son’s killer to turn to the Qur’an and memorize its verses. These are noble acts, and our media should work actively to promote such values of compassion and forgiveness.”

The Judiciary chief also commemorated the anniversary of the martyrdom of Yahya Sinwar, noting: “Martyr Sinwar was a man who lived and died with dignity and honor. He endured over two decades in the brutal prisons of the Zionist regime and, after his release, continued his path of sincere jihad until his last breath, never ceasing his struggle against the Zionist occupiers. Truly, Martyr Sinwar embodied a life of honor and a death of blessed triumph.”
